This Terms Of Reference (TOR) deal with the objectives, scope and appropriate methodological approaches for a system-wide-evaluation of the UN Development Systems response at the country level to the socio-economic impacts of COVID-191; including evaluation of the coherence and strategic relevance of the role played by the pooled funds in support of the UNCT response. It also presents a time line for completion of the evaluation.
