Final Evaluation of the Spotlight Initiative: Management Response and Action Plan

The Spotlight Initiative—a global UN partnership to eliminate all forms of violence against women and girls—released its 2025 Management Response to the final evaluation conducted by the UNSDG Evaluation Office. 

 

The document outlines a comprehensive action plan for Spotlight Initiative 2.0, accepting all recommendations. Key reforms include simplifying the theory of change and results framework, enhancing flexibility for country-level adaptation, strengthening civil society engagement, and improving monitoring systems with disaggregated data. It also emphasizes crisis responsiveness, participatory evaluation, and value-for-money frameworks. These efforts aim to ensure more inclusive, agile, and impactful programming aligned with UN development system reforms and gender equality goals.
