The work of the Regional UNDG Team for Europe and Central Asia (ECA R-UNDG) is guided by the Quadrennial Comprehensive Policy Review (QCPR) of the General Assembly of UN operational activities for development, the Management and Accountability System agreed up on by the agencies in 2008, and the UN Development Group strategic priorities for 2013-2016. Detailed activities of the ECA R-UNDG Team are spelled out in its work plan 2013-2014.

The ECA R-UNDG Team works closely with UN Country Teams in Europe and Central Asia through provision of strategic guidance and policy advice. The ECA R-UNDG Team also provides coordinated technical support through its Quality Support and Assurance mechanism, particularly through the Peer Support Group (PSG) for UNDAF roll-out processes, as well as oversight functions through the RC/UNCT performance management system. The ECA R-UNDG Team leads on mobilization of partnerships and defining a UNDG-wide role and presence in the region through increased synergies and cooperation among UN entities supporting programme countries in the region.

In its work the ECA R-UNDG Team is guided by the Terms of Reference.

The ECA R-UNDG Team is chaired by Cihan Sultanoglu, UNDP Assistant Administrator and Director of the Regional Bureau for Europe and the Commonwealth of Independent States.

Dialogue with Member States, 11 November 2016

Throughout the region of Europe and Central Asia, governments and other actors are taking the first steps to implement the 2030 Agenda. The regional UN system is supporting these efforts in various ways. It is providing national, regional and sub-regional platforms and instruments. In countries with UN programmatic presence, it is supporting governments to devise national plans and strategies for SDGs, as well as advising on their localization. It is also actively contributing to monitoring, follow-up and review of the 2030 Agenda.

Against this background, the regional UN system in Europe and Central Asia is organizing an informal dialogue (the Dialogue) with Member States from the region.

While contributing to further strengthening partnerships with Member States in the region, the Dialogue has the following key objectives:

  • Facilitate substantive discussions over integration of MDGs lessons learned in SDGs roll-out and implementation at country level.
  • Contribute to better common understanding of key development challenges in the region, thus ensuring that MDGs are not left behind national development processes.
  • Have further consultations with the Member States on their key needs with regard to all aspects of SDGs roll-out, implementation, follow-up, review, and data and monitoring.
  • Provide global and regional updates on ongoing initiatives and support offers from the UN system.

The Dialogue was held on 11 November, 10:00 am – 12:00 pm (UN HQ, Conference Room 11).

ECA R-UNDG Work Plans and Reports

In January 2015, the ECA R-UNDG will start the implementation of its new 2015-2016 work plan. 2015 will also be an important milestone in further aligning the UN support and its modus operandi to be fit for purpose for the implementation of the new Post-2015 development agenda.

Peer Support Group

Quality assurance of UNDAFs/One Programmes is ensured through the Peer Support Group (PSG) mechanism. Its key objective is to facilitate the development of high quality UNDAFs/One Programmes by roll-out countries. The PSG accompanies and supports UNCTs during their analytic work and UNDAF/One Programme planning and development processes.

The PSG work is guided by the Terms of Reference and is coordinated by the designated Convening Agency(ies). Chairing and co-chairing of the PSG is be determined on a regular rotational basis (1-2 years). In 2014-2015, UNDP and UNFPA are leading the PSG as Co-Convenining Agencies.

The ECA R-UNDG Team nominates staff to serve on the PSG for the duration of the common country programming processes in the concerned countries. Currenty, the PSG comprises the following members.
